I think that the Council of Elrond is just about the most important part of the first section of the triolgy. For the Council of Elrond unmasks the characters that embark on the journey, their backgrounds, strengths, knowledge, and will power.
The scenes where Legolas is defending Aragorn against Boromir. Or when Gandalf stands to recite the One Ring's inscription in the black tongue...or the tale that Elrond recites ... it is an exciting part. And it combines the members into one special group.
